NASCLA lists the Florida Construction Industry Licensing Board among its participating state agencies. What a NASCLA pass does not do is replace the Florida Business and Finance paper, and preparation courses that do not lead with that are not being straight with you.

What it is

NASCLA is the National Association of State Contractors Licensing Agencies, and the accredited examination is their attempt to solve an obvious problem: a competent commercial builder in Georgia is a competent commercial builder in Tennessee, and making them sit two nearly identical exams serves nobody.

Participating states agree to accept a pass as satisfying their examination requirement for commercial general building work. You sit it once and it travels.

Which states accept it

Accepting, among others

Notable exclusions

Alabama, Arkansas, Florida, Georgia, Louisiana

Acceptance can be limited by licence category

Mississippi, Nevada, Utah, Oregon

Texas has no state general contractor license

North Carolina, South Carolina, Tennessee

Some states accept only under conditions

Virginia, West Virginia, Arizona

New states join, so the list moves

That is not the complete list and it changes, so take the current version from NASCLA directly and confirm with the board of whichever state you are actually applying to. The count itself is where the prep sellers disagree, so the dated count of NASCLA states covered, commercial and electrical, taken from NASCLA’s own list sets their figures side by side.

Around two dozen volumes, and navigation decides the result.

Florida accepts it, but it stands in for a trade examination and not for Business and Finance. If your work stays in state, that paper is still waiting for you and is where most Florida candidates come unstuck. Electricians get a narrower version of the same deal, since Florida’s separate electrical board recognizes only one of NASCLA’s three electrical exams, as the breakdown of which NASCLA electrical exam Florida accepts and on what terms sets out. Because it is not tied to one state’s code amendments, it leans on national standards and general construction management rather than local specifics. The published content outline breaks that into twelve subject areas with an item count on each, and the full section by section breakdown of the NASCLA commercial exam shows why nearly half the marks sit in contracting rather than trade work.

Plan reading and estimating

Project management and scheduling

Site work, concrete, masonry, steel and carpentry

Safety, with substantial weight on OSHA requirements

Business and project administration

Building codes at national level

The reference library is the real challenge

The approved list runs to about two dozen volumes, 24 titles in the current candidate bulletin. That is the defining feature of preparing for this exam and it changes what preparation means.

On a small open book exam you can afford to search. Here you cannot. With that many books, a question you cannot immediately place costs you the time of two questions you could have answered. The skill being tested is partly whether you know which book answers which kind of question before you reach for anything.

Get the correct editions. Editions matter and an out of date volume will confidently give you a wrong answer, which is worse than having no answer.

Tab every book in the first week and use those tabs from then on, so navigation is automatic rather than deliberate by exam day.

Build a one page index of your own: which book covers which subject. Learn that page cold.

Practice under time from early on. Untimed practice on an exam this broad gives a badly misleading sense of readiness.

Track which book each wrong answer lived in, and drill navigation in that volume specifically.

The same navigation discipline applies to the Florida exams, which are also open book. what open book really means covers why that is less generous than it sounds, and tabbing and highlighting rules covers what you are permitted to do to your books beforehand.

Before you book a NASCLA seat

Built from this page and NASCLA’s own pages. Candidates consistently describe the experience as a stamina problem rather than a difficulty problem: the individual questions are fair, and there are a great many of them, spread across a reference library you are carrying in a crate.

Two practical consequences follow from that, and both are worth planning for.

Physically move the books. Two dozen volumes is heavy and you have to get them into the test centre. The NASCLA exam has a front end of its own too, since you must be pre-approved before PSI will show you a seat, and the order of operations from pre-application to test centre sets out where that time goes.

For Florida specifically, the eligibility requirements covers what those other hurdles look like, and the general contractor license covers the license the state exam actually leads to.

Frequently asked questions

Does Florida accept the NASCLA exam?

Yes. NASCLA lists the Florida Construction Industry Licensing Board among its participating state agencies, checked on 7 September 2026. It stands in for a state trade examination, not for the Florida Business and Finance paper, which you still have to sit. Confirm the current position with the board before you spend money on preparation.

Which states do accept it?

More than twenty, including Alabama, Arkansas, Georgia, Louisiana, Mississippi, Nevada, North Carolina, South Carolina, Tennessee, Utah, Virginia and West Virginia, with several others accepting it under conditions. The list changes as states join, so confirm with the specific state board.

Is the NASCLA exam harder than a state exam?

It is broader rather than harder. It covers commercial general building at a national level across a large reference library, so there is more ground and less local specificity. People find the volume of material the challenge rather than the difficulty of any one question.

How many reference books can I bring?

The approved list runs to fifteen or more volumes depending on the edition in force. That is a great deal of material to carry and to navigate, which is why tabbing and knowing which book answers which question matters more than on a smaller exam.

Should a Florida contractor sit it at all?

Only once you have checked what it actually buys you in Florida. It is not useless in state, but it substitutes for a trade examination rather than for Business and Finance. If you are bidding across the southeast, one exam replacing several is a substantial saving in time and money.

Does passing it mean I am licensed in those states?

No. It satisfies the examination requirement. Every state still applies its own experience, financial, insurance and application requirements on top. Passing the exam removes one hurdle, not all of them.

Finished the page? The same five questions from the top, to see what stuck.

Test Your Understanding of This Article

Rules and fees change without notice.
