The county now issues it for eight local specialty trades and for state registered categories only. Fees run to $280 to apply and $140 to register, plus a $5,000 bond. Everything else goes through the <a href=\"https:\/\/www2.myfloridalicense.com\/construction-industry\/\" target=\"_blank\" rel=\"noopener\">Florida DBPR<\/a>.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is a Hillsborough County contractor license, and who needs one?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It is a Certificate of Competency, and the county is blunt about who has to hold one. The <a href=\"https:\/\/assets.contentstack.io\/v3\/assets\/blteea73b27b731f985\/blt53467c8970ba3203\/Local%20Specialty%20State%20Registered%20Fillable.pdf\" target=\"_blank\" rel=\"noopener\">January 2026 application packet<\/a> says anyone who intends to contract or subcontract, except where the law exempts them, in the City of Tampa, Temple Terrace, Plant City or Hillsborough County under a regulated classification must file. One licence, four municipalities. That single sentence is worth more than most of what ranks for this search, because it tells a Tampa contractor that he does not need a separate Tampa competency card.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Approval does not come from a clerk. It comes from a board: Building, Electrical, Mechanical, or Plumbing and Gas, each one a Board of Adjustment, Appeals and Examiners. The <a href=\"https:\/\/hcfl.gov\/councils\/building-board\" target=\"_blank\" rel=\"noopener\">Building Board<\/a> meets on the third Tuesday of the month at 10am on the 26th floor of County Center, and its stated job is to confirm the competency and integrity of applicants. Attendance at your own hearing is not mandatory, and is, per the county, highly recommended. That is the number nothing ranking for this query will tell you, and it is smaller than it used to be for a reason. Florida spent four years dismantling local contractor licensing. House Bill 735 started it in 2021, <a href=\"https:\/\/www.flsenate.gov\/Committees\/billsummaries\/2023\/html\/1383\" target=\"_blank\" rel=\"noopener\">CS\/HB 1383 in 2023<\/a> extended the wind down and ordered the Construction Industry Licensing Board to create certified specialty categories for voluntary licensure, and <a href=\"https:\/\/www.flsenate.gov\/Laws\/Statutes\/2025\/163.211\" target=\"_blank\" rel=\"noopener\">section 163.211 of the Florida Statutes<\/a> now sets the expiry of grandfathered local occupational licensing at 1 July 2025. What survives locally is licensing that mirrors a state category or is otherwise authorised by general law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So here are the eight trades Hillsborough still runs through its own boards, each with the hands on experience the county demands, set against what the state offers. Every experience figure comes from the county packet, which counts one year as 2,000 hours. The state side cites the board&#8217;s own rules. In May 2024 the licensing board repealed its old one rule per trade approach and replaced it with a single consolidated rule, <a href=\"https:\/\/flrules.org\/gateway\/ruleno.asp?id=61G4-15.100&#038;Section=0\" target=\"_blank\" rel=\"noopener\">61G4-15.100, Certified Specialty Contractors<\/a>, adopted on 5 May 2024 and amended on 28 August 2024. Marine, gas line, irrigation and glass and glazing all lost their standalone rules in that sweep. If you have been told the state does not certify specialty trades, you have been told something that stopped being true in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every other classification the county touches, from general and roofing through the electrical trades to plumbing with gas, is a state registered licence: the county examines you and you then register with the DBPR as well. The experience bar climbs fast there, four years for the building trades and six for electrical master. Other counties drew the line elsewhere, which is why the <a href=\"https:\/\/passcontractorexam.com\/articles\/palm-beach-contractors-license\/\" target=\"_blank\" rel=\"noopener\">Palm Beach certificate covers 31 categories<\/a> and the <a href=\"https:\/\/passcontractorexam.com\/articles\/miami-dade-contractor-registration\/\" target=\"_blank\" rel=\"noopener\">Miami Dade list runs past twenty<\/a>. Hillsborough is the tighter of the three.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Do the county&#8217;s own pages agree on the trade list?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">No, and on 4 October 2026 we checked both again. The <a href=\"https:\/\/assets.contentstack.io\/v3\/assets\/blteea73b27b731f985\/blt53467c8970ba3203\/Local%20Specialty%20State%20Registered%20Fillable.pdf\" target=\"_blank\" rel=\"noopener\">January 2026 application packet<\/a>, marked 01\/2026 on every page, lists the eight local specialty trades in the table above. The county&#8217;s <a href=\"https:\/\/hcfl.gov\/businesses\/hillsgovhub\/contractor-licensing\/contractor-licensing-how-to-and-forms\" target=\"_blank\" rel=\"noopener\">how to and forms page<\/a>, which carries a last updated stamp of 20 August 2025, lists six: Aluminum Structure, Demolition, Drywall, Glass and Glazing, Irrigation and Marine Contractor. Garage doors, plaster and stucco, and windows and doors are missing from the web page. Marine is missing from the packet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two also describe the $140 fee differently. The packet calls it a registration fee for a two year cycle beginning on 31 August of odd numbered years. The web page calls it a one time fee for state registered licences and a two yearly renewal only for local specialty ones. The packet is the newer document and the one you actually fill in, so this page follows it, but a five month gap between two official pages is exactly the kind of thing that costs someone $280. For how the county trades map onto the full set of state categories, <a href=\"https:\/\/passcontractorexam.com\/articles\/florida-contractor-license-types\/\">every Florida contractor license type explained<\/a> lays out the state side in one place.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What does it actually cost, and what does the county want first?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Three payments, in this order, and none of them is the exam fee. Fifty dollars, non refundable, to open the application. Two hundred and thirty on acceptance. One hundred and forty to register the licence once you have passed, covering a two year cycle that begins on 31 August of odd numbered years, so a licence issued mid cycle is prorated slightly. That is $420 to the county before a single exam booking, a bond premium or an insurance certificate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bond is the line item people forget. Hillsborough requires a Code Compliance Bond in the penal sum of $5,000, continuous until cancelled, with a separate bond for every licence category you hold. State certified contractors are exempt. The county also pulls your credit report and a criminal background check before the hearing, and asks for two notarised character references that are explicitly not work related, plus verification of construction experience from a contractor in your trade. Self employed applicants can substitute notarised letters from building officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A denial is the expensive outcome. The county&#8217;s instructions give a denied applicant a six month wait and the full application fee again, with a fresh credit report and background check. Board approval also goes stale: fail to activate the licence within twelve months and it is void. A state certified licence lets you contract anywhere in Florida without meeting another competency test, but Hillsborough still wants you in its system before you pull a permit. The county&#8217;s <a href=\"https:\/\/hcfl.gov\/businesses\/hillsgovhub\/contractor-licensing\/contractor-licensing-how-to-and-forms\" target=\"_blank\" rel=\"noopener\">how to and forms page<\/a> says state certified holders may register through HillsGovHub at no fee, that they no longer receive a Certificate of Competency card, and that they must keep workers&#8217; compensation details and state expiration dates current. Renewal has to be completed within 30 days of expiry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No fee is not the same as no filing. An expired workers&#8217; compensation certificate quietly drops you out of the permitting system, and you find out at the counter on a Tuesday morning with a crew already on site. The same trap catches contractors in <a href=\"https:\/\/passcontractorexam.com\/articles\/pasco-county-contractors-license\/\" target=\"_blank\" rel=\"noopener\">Pasco County, where registration is what actually lets you pull permits<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Does a job inside the City of Tampa need its own registration?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, and this is the single thing the county portal pages never say. Tampa runs its own permitting system and keeps its own contractor records. The city&#8217;s <a href=\"https:\/\/www.tampa.gov\/sites\/default\/files\/document\/2021\/Guide%20to%20Contractor%20License%20Registrations%20and%20Insurance%20Updates%20v3.pdf\" target=\"_blank\" rel=\"noopener\">guide to contractor license registrations<\/a>, still linked from its <a href=\"https:\/\/www.tampa.gov\/construction-services\/contractor-resources\" target=\"_blank\" rel=\"noopener\">contractor resources page<\/a> when we checked on 17 September 2026, asks a state certified contractor for a copy of the Florida licence, a workers&#8217; compensation certificate or proof of exemption, a contractor registration form, and a notarised letter of authorisation if somebody else will be pulling permits for you. Email, no fee, processed in the order received.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two details there are worth more than the rest. The city requires workers&#8217; compensation only and does not want a general liability certificate, which is the opposite of what the county asks at registration. And the city says plainly that the process is not automated: if your licence will not come up in the permitting system, your insurance or your licence has probably expired and nobody is going to tell you. The guide carries a 2021 revision date, so call Construction Services on 813 274 3100 before you rely on a detail in it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What do people who have gone through this actually report?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We read four full threads and scanned about thirty results across four searches in r\/Contractor and r\/AskContractors, restricted to the past year. Nobody is posting about Hillsborough by name, which is itself a finding. What people do post about, constantly, is not knowing which licence they need and who may pull the permit. Treat all of this as testimony, not evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November 2025 a poster in r\/Contractor described her husband&#8217;s situation: an insured window company, a course under way, a friend&#8217;s job in an HOA neighbourhood that needs a permit, and a straight question about <a href=\"https:\/\/old.reddit.com\/r\/Contractor\/comments\/1ojjag7\/how_to_obtain_a_permit_in_florida_to_do_windows\/\" target=\"_blank\" rel=\"noopener\">whether he could pull it himself<\/a>. Nine replies, and the useful ones said the same thing: only a licensed contractor or the owner under an owner builder permit. Windows and doors is one of the eight trades Hillsborough still licenses locally, so in this county that household had a route and did not know it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March 2026 a contractor with nine years of documented Georgia work, all of it under a licensed general contractor, asked <a href=\"https:\/\/old.reddit.com\/r\/Contractor\/comments\/1rbzwvx\/outofstate_experience_ga_what_fl_license_tier\/\" target=\"_blank\" rel=\"noopener\">which Florida tier his experience would buy him<\/a>. He got one reply, two lines long. That is the range on that question, and it matches what the county packet implies: experience verification is the bottleneck, and it has to come from someone qualified in your trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The clearest pattern is the one nobody frames as a licensing story. Searching r\/Contractor for Florida qualifier posts over the past year returns eight separate businesses looking to rent a licence, the most recent posted in September 2026 by a South Florida electrical team that <a href=\"https:\/\/old.reddit.com\/r\/Contractor\/comments\/1wg6otc\/florida_ec_qualifier_wanted_south_florida_we\/\" target=\"_blank\" rel=\"noopener\">generates its own work but holds no licence<\/a>. Eight in twelve months, in one subreddit. When the licence is hard to get, people go looking for someone else&#8217;s, which is exactly why the <a href=\"https:\/\/passcontractorexam.com\/articles\/qualifying-agent-florida-contractor-license\/\" target=\"_blank\" rel=\"noopener\">qualifying agent relationship carries the liability it does<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The account that cuts against the pattern is instructive in a different way. A September 2026 post asking directly how people chose <a href=\"https:\/\/old.reddit.com\/r\/AskContractors\/comments\/1wazncx\/county_license_vs_state_certification_in_fl_how\/\" target=\"_blank\" rel=\"noopener\">between a county licence and state certification<\/a> has zero replies, and the post body still carries the visible remains of the marketing brief that generated it, including a note about ranking for the search term. The discourse on this question is thinner than it looks. Forums and official guidance agree on who may pull a permit. They diverge in that the forums treat county licensing as one national concept, when in Florida it now varies by trade and has an expiry date attached.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently asked questions<\/h2>\n\n\n<div id=\"rank-math-faq\" class=\"rank-math-block\">\n<div class=\"rank-math-list \">\n<div id=\"faq-q-1\" class=\"rank-math-list-item\">\n<h3 class=\"rank-math-question \">How long does a Hillsborough County contractor licence application take?<\/h3>\n<div class=\"rank-math-answer \">\n\n<p>The county does not publish a turnaround time. The sequence is fixed though: submit through HillsGovHub, wait for the credit report and background check, appear at a monthly board hearing, then sit the exam through the testing agency you chose.
