Pasco County keeps a Contractor Licensing section inside Building Construction Services, and its rules sit in Article IV of Chapter 18 of the county code. Section 18-66 sets the reach plainly: the article applies to any contractor performing work or contracting to perform work within unincorporated Pasco County. Not just people who live there. Anyone doing the work.

What the county issues is a Certificate of Competency, and it runs 32 categories across two groups, from general and roofing down to garage doors, marine work and demolition. Florida issues the other kind of license, and Florida Statutes 489.117 draws the line: a registration lets you contract only in the counties and municipalities where you have met the local licensing requirements, and no state exam is required to be registered in the first place. That is the whole reason the county card exists. If you are still deciding between the two, our comparison of registered and certified contractor licenses in Florida puts the rules side by side, including the route from one to the other. If you want the state side of this in full, we cover it in the Florida contractor license requirements checklist.

Local jurisdictions have specific rules for registering your state credentials.

What do I do if I already hold a state certified license?

You record it. A state certified license already lets you contract anywhere in Florida, so Pasco does not retest you, but you still have to be on the county system before you can pull a permit, be listed as a subcontractor or book an inspection in unincorporated Pasco. The route is the county State Certified Contractor Maintenance Form, or the same job done through PascoGateway, the county permitting portal that runs at aca-prod.accela.com.

The form is short and specific. It wants a copy of the state license, a workers compensation certificate naming Pasco County as the certificate holder or a copy of your exemption card, your home and business addresses and phone numbers, your year of birth, an email address, and a notarized signature. The part people skip is section six, where you name the individuals authorized to record the license, sign for permits and obtain them. The form says it supersedes all other letters, and those names stay in force until you withdraw them in writing. If your office manager pulls your permits, that person belongs in that box.

Do not send the Certificate of Competency application instead. Page two of that form shouts it in capitals: it is not for registering a state certified license. It is a rare thing, a government form that anticipates the exact mistake you were about to make.

What does a Pasco County certificate of competency cost and require?

This is the route for a state registered contractor, or for anyone who holds no license at all yet. The application for a Certificate of Competency is notarized, and the county wants four years of experience defined precisely as forty hours a week, fifty two weeks a year, for four years. Proof means notarized letters from present and past employers on their letterhead. Self references are not accepted, which closes the loophole everyone thinks of first.

Two financial documents do most of the rejecting. A personal financial statement dated within thirty days must show a minimum net worth of $20,000, dropping to $10,000 for a listed set of trades including concrete, masonry, carpentry, drywall, irrigation sprinkler, garage door and demolition. A credit report dated within thirty days must be sent to the licensing office directly by the bureau, not forwarded by you. Section 18-70(1)(c) then lists what can sink the application: a bankruptcy in the past five years that cost consumers or creditors, an unsatisfied court judgment in the past ten years, or simply an unfavorable credit history.

What you hold now

What Pasco asks of you

County exam?

County fee

State certified with the Florida DBPR

Record the license: state license copy, workers compensation certificate naming Pasco County or an exemption card, authorized signers

No

Not published on the form we could reach

State registered with the DBPR

Full Certificate of Competency application, four years of proven experience, financial statement, credit report

Yes, 70 percent to pass

$50.00 application

A competency card from another Florida jurisdiction

Application plus an original letter from the sponsoring jurisdiction showing trade and business law scores

No new test if the scores are accepted, and grandfathering without testing is not

$100.00 total

No license anywhere

Certificate of Competency from scratch, plus a passport type photo and a copy of your driver license

Yes, after the Building Official approves the application

$50.00 plus credit bureau costs

Testing is run by an authorized independent agency and you pay it directly, so the $50.00 is the county fee and not the cost of the day. On 18 October 2026 the county’s building construction pages placed the Contractor Licensing Office inside Central Permitting New Port Richey at 8661 Citizens Drive, Suite 100, which is the address on the 2024 application, and gave (727) 847-8126 as that office’s number. The county inspections page still lists Contractor Licensing on (727) 847-8009 at contractorlicensing@mypasco.net. So the newer application now matches the county, and the 2019 form is the odd one out. We read those October listings from search results for the county pages, because the county site refused our requests, so phone either number and confirm the address and the submission route before you drive anything over or post a notarized application. The county page also sends both new registrations and county competency applications through PascoGateway, which makes the paper route the slow lane. This is a document conflict we can show you, not a recommendation about which one is correct.

What do the county enforcement records actually show?

Contractor licensing in Pasco is not a paperwork exercise that nobody checks. The Pasco Sheriff’s Office Economic Crimes Unit runs undercover unlicensed contractor operations year after year, and the results are public. We read five reported operations and the pattern held across every one of them.

An operation reported on 10 May 2023 identified 18 individuals and businesses, according to the Tampa Free Press.

In November 2024, detectives staged a home in the Gulf Harbors area of west Pasco and arrested 12 individuals and businesses offering electrical, air conditioning and structural aluminum work, Pasco News Online reported, in a neighborhood still recovering from hurricane damage.

The equivalent operation the following year produced 11 arrests, a figure the sheriff’s office gave when announcing the next one.

Between 20 and 23 April 2026, detectives posing as homeowners arrested 14 people offering marine contracting, plumbing and air conditioning work in West Pasco, with the state licensing regulator assisting, per Hoodline’s report of 7 May 2026.

A further sheriff’s office release describes an operation run from 8 to 11 December producing 17 arrests across electrical, roofing, plumbing and air conditioning. The release we could reach carried no year, so we are not counting it in the pattern.

Now the honest part, because this is testimony about enforcement rather than proof of what happens to you. Every one of those operations targeted people with no license at all, and the felony exposure in them comes from failing to carry workers compensation, not from a missing county card. Florida Statutes 489.127 makes unlicensed contracting a first degree misdemeanor on a first offence and a third degree felony on a second, or on a first offence committed during a declared state of emergency. A state certified contractor who simply has not recorded their license in Pasco is not who these stings are built to catch.

What that contractor runs into is duller and more expensive: a permit that will not issue, an inspection that will not book, and a crew standing around. The records agree with the county guidance on direction and not on consequence. They also explain the county’s current mood. Increased enforcement of contractor vehicle identification under county ordinance 18-69 and advertising requirements under 18-77(c) began on 15 May 2026. Vehicles are expected to carry the business name and license number on both sides in lettering at least 1.5 inches tall in a contrasting color, and advertisements are expected to carry the license or certificate number. The county contractor licensing page prices each violation at a $500 fine and a mandatory court appearance, and says the advertising rule reaches licensed and unlicensed people alike. That one is worth a tape measure.

Arrest numbers are compiled from Pasco Sheriff’s Office releases and local media reports.

Do the cities inside Pasco County have their own rules?

Yes, and the county code is explicit that Article IV governs unincorporated Pasco. Dade City, Zephyrhills, New Port Richey, Port Richey, San Antonio and St. Leo sit inside the county boundary but run their own building departments, and city business tax receipts are a separate requirement on top of anything the county wants. Some cities will not issue one until you hold the county business tax receipt first. Check with the municipal building department for the address you are actually working at, because the county line does not follow the postal address. Hillsborough draws that boundary the other way, and the single Hillsborough County contractor license covers Tampa, Temple Terrace and Plant City alongside the county itself.

This is the same shape as Miami Dade contractor registration, where a single county keeps its own trade categories alongside the state license. If you are still working out whether the job needs a licensed contractor at all, what you can legally do in Florida without a contractor license draws that line. Palm Beach runs the same model on a wider list, and the 31 trade categories a Palm Beach contractors license covers show how far a single county can take it.

What could not be verified for this article?

Three things, and they are the ones worth phoning about. The renewal fee for a Pasco certificate of competency is not stated on any county document we could open, and the county guidance we found says to email the licensing section and ask, so treat any renewal figure you see quoted elsewhere as unconfirmed. Whether recording a state certified license carries a fee is likewise not on the maintenance form. A compliance service’s listing for the county office says registering and renewing a state certified registration are both free, with renewal falling due alongside the state license, but that is a third party’s reading and not a county document, so treat it as unconfirmed. And the county contractor licensing page itself refused every automated request we made on 10 September and again on 18 October 2026, so the county details in this article come from the county forms, from a 13 May 2026 archived copy of that page and from search listings of it, rather than from the page as rendered today. Everything sourced to a form carries that form’s revision date above.

This site is not affiliated with Pasco County or with the Florida DBPR, and none of the above is legal advice. Confirm fees and submission routes with the licensing section before you spend money on a notary, a credit report or a drive to New Port Richey.

Frequently asked questions

How long does a Pasco certificate of competency application stay open?

Six months from the date the county receives it.
