That advice is useless on its own, because the department’s own construction examination reference lists page, as captured on 4 October 2026, carried two sets of lists at once and labelled neither of them current. One set is headed Reference Lists Effective January 1, 2026. The other is headed Reference Lists Effective January 1, 2025. Both are linked, and choosing between them is your job, not the website’s.

Which reference list actually applies to you?

Three things decide it, and getting any one of them wrong produces a book that is useless in the room.

What you have to match

Why it matters

Where people go wrong

The effective date covering your test date

Lists are published in dated sets and more than one set is live at a time

Buying in December for a February exam and never rechecking

Your exact licence category

The general, building and residential list is not the roofing or mechanical list

Buying a bundle sold for a neighbouring trade

Your examination format

References are separated into computer based testing and pencil and paper

Reading the right category on the wrong format sheet

That third axis is the one almost nobody mentions. The department separates its references by examination format before it separates them by trade, so a candidate can find the correct category heading, read it carefully, and still be reading a sheet written for a different delivery method. If you are sitting at a computer, the computer based list is yours. In practice that is now nearly everyone: on the October 2026 copy of the page, every construction list linked in both sets was a computer based (CBT) file, apart from plumbing, whose file name does not say, and no pencil and paper sheet was linked at all, even though the heading still mentions both. Check how the three parts are structured if you are not sure which parts you are booked for.

The instruction on the department’s reference lists page is short and it is worth reading literally. It tells candidates to bring only those references allowed for that day, and says anything else will be stored along the wall or in lockers at the candidate’s own risk. Allowed for that day. Not allowed in general, and not allowed when you bought them.

Match the category and the format, not just the year.

What changed between the 2025 and 2026 lists?

Most candidates never see this comparison, because nobody puts the two years side by side. Since July 1, 2026 both exams use the 2025 edition, so the problem has closed for now. It is the clearest example we know of why checking once is not checking.

It also matters for retakes. If you sat a part in 2025 and are resitting it in 2026, your OSHA volume, your Chapter 455 print and your Contractors Manual may all be one step behind, even though not one of those titles changed its name. The full 2026 list of approved books carries every title on both lists with its edition.

One more thing worth knowing about where the lists live. The department names its files by year parity: the 2026 lists end in Even and the 2025 lists end in odd. That suggests the next year’s lists will be published under the odd file names, so a link you bookmarked in 2025 could one day open a 2027 list without any warning. That is our reading of the file names, not something the department has said, but it is a good reason to start from the lists page rather than from an old bookmark.

Which list covers your test date?

Pick when you sit. That last phrase is set in italics and underlined on the document itself. Only one copy of each reference is allowed in.

So the wrong edition is not confiscated. It sits on your desk all day looking exactly like preparation, and it answers a handful of questions with numbers that were correct two years ago. There is no moment where anybody tells you. You find out when the score arrives.

This is a correction worth making plainly, because we have implied otherwise on this site before and prep vendors say it constantly: you are not turned away at the test centre for an old edition. The risk is not admission. The risk is scoring, and it is silent. If you are re sitting a single part, read what happens when you fail a part first, because the list that applied to your first attempt may not be the one that applies to the retake.

One further restriction sits alongside it. Only original edition reference materials are allowed for use at the site, except for those references the list specifically marks as available as PDF. A photocopied book is not a cheaper route around the edition problem.

When does a new edition take effect?

Not necessarily on January 1, which is the assumption the dated list headings invite you to make. Changeovers are announced ahead of time and land on their own dates.

Example

What changes

Effective from

Business and Finance, Contractors Manual (R50)

The 2025 edition replaces the 2021 manual

February 1, 2026

General, building and residential, Contractors Manual (R50)

The 2025 edition replaces the 2021 manual

July 1, 2026

General, building and residential, BCSI truss guide (R247)

The 2025 edition replaces the 2020 edition

July 1, 2026

Electrical contractors’ reference list

NFPA 70, the National Electrical Code, moves off the 2023 edition

August 21, 2027, as read on September 20, 2026

Construction reference lists generally

New dated sets published alongside the outgoing set

January 1 of the relevant year

The Business and Finance changeover is the instructive one. It took effect on February 1, inside a calendar year, on a list headed for that whole year. A candidate who bought books in good faith in January 2026 and sat in March 2026 was carrying a superseded manual, and the list headline would not have warned them. The trade exams followed on July 1, 2026, with the Contractors Manual and the BCSI truss guide both moving to their 2025 editions on the same day, which is the date an earlier version of this page missed. The electrical date is a reminder that these announcements can run years ahead, which is also why vendor listings drift out of date: the change was published long before anybody had to act on it.

The February 1, 2026 date is printed on the 2026 Business and Finance list itself, the two July 1, 2026 dates on the 2026 general, building and residential list, and the August 21, 2027 date was named, when we read it on September 20, 2026, on the electrical contractors’ licensure examination reference list, which then named NFPA 70 in its 2023 edition. On October 10, 2026 that file would not open for us and no newer archived copy exists, so recheck it yourself. Published sources disagree on which edition year replaces it, so treat the date as the firm part and the edition as the part to read off the list on the day you buy.

Check the book in your hands, not the invoice that came with it.

Dates from the DBPR 2025 and 2026 construction reference lists, read 10 October 2026; the 2027 electrical date as read on 20 September 2026.

What is the check that actually protects you?

Six steps, and the fourth is the one people skip.

Write down your licence category exactly as it appears on your application, not as the bundle seller describes it.

Note whether you are sitting computer based or pencil and paper.

Open the construction examination reference lists and pick the dated set that covers your test date, not the set at the top of the page.

Compare edition and year against the physical books in your hands. From the Business and Finance list:

All reference materials and PDF copies must be bound and remain bound during the exam. Bound means permanently bound, by stitching or glue, or securely fastened by fasteners that penetrate all the papers.

PDF copies must be bound with ring binders, brads, plastic snap binders, spiralbound notebooks or screw posts. Staples are specifically excluded.

Underlining with pen or highlighter is allowed.

Handwritten and typewritten notes are not allowed. Existing handwritten notes must be blackened out or removed completely by the candidate, so that they cannot be read.

Moveable tabs, and the list names Post-it flags as the example, are not allowed. Permanent tabs are the ones that survive.

Writing tablets and electronic tablets are not allowed, and candidates may not make any marks in the references during the examination.

The second hand market runs straight into the notes rule. A used copy that somebody has annotated is not simply worth less, it is a book you have to black out completely before you can carry it in. We cover the full set of marking rules in tabs, highlighting and notes, and the wider question of why open book is not easy in its own piece.

Who do you ask when the seller and the list disagree?

The list. Our own walkthrough of which books you may carry in covers what the current lists contain, and if the edition question is really a question about whether to buy a bundle at all, what a Florida contractor exam prep course costs against self study prices both routes.

What has changed since this was first published?

The point of an article about editions is that it has to survive its own argument, so here is what moved on each recheck.
